The Child Abuse Council is a private, non-profit agency that provides prevention, education and treatment programs to help children and strengthen families. Our primary service area in western Illinois includes Rock Island, Henry and Mercer Counties; and eastern Iowa we serve Scott, Muscatine, Cedar, Louisa, Henry, Des Moines and Lee Counties.
